Dr. Roycroft has represented clients before state and federal regulatory agencies in the U.S. and Canada since 1994. He has testified or prepared reports on matters relating to pricing plans, rate design, time-of-use rates, smart metering, market structure and competition, alternative regulatory frameworks, productivity growth, service quality, cost calculations, cost allocation, cost modeling, network unbundling, capital costs, wireless markets, and broadband policy. Dr. Roycroft has also provided expert testimony on economic damages.

Dr. Roycroft's published research is focused on the public utility, telecommunications and information technology sectors, especially with regard to the relationship between market forces, public policy and regulation. Dr. Roycroft's research has addressed a wide range of issues: from the impact of dynamic pricing on low-income consumers, RBOC and CLEC behavior in response in the post-Telecom Act environment, to the impact of alternative regulation on telephone company quality of service, to Internet access in developing nations.

From 1994 to 2004, Dr. Roycroft was an Associate Professor in Ohio University's J. Warren McClure School of Communication Systems Management.

From 1991 to 1993, Dr. Roycroft worked at the Indiana Office of Consumers' Counsel, ultimately serving as the agency's Chief Economist.
